Federal Skilled Worker
On January 2015, Citizenship and Immigration Canada (CIC) implemented a new electronic system called Express Entry to manage how people apply for the Federal Skilled Worker Program (FSWP).
The Express Entry system is the first step to immigrate to Canada under these programs. Potential candidates can complete an Express Entry profile at any time. There is no deadline to complete a profile and there are no caps on the number of candidates that will be accepted to the pool.
Anyone who is accepted into the Express Entry pool could get an Invitation to Apply for permanent residence. Draws to invite candidates to apply will take place regularly over the course of each year.
If you are invited to apply, you will have 60 days to submit a complete Application for Permanent Residence online.
The first draw for an invitation to apply is planned for the last week of January 2015. Subsequent draws are expected every few weeks.

Quebec Skilled Worker Program
The Quebec immigration selection system for Quebec skilled workers is designed to indicate which applicants are likely to become economically established upon immigration to Quebec.
Quebec skilled worker / professional applicants intending to reside in Montreal or another city in the Province of Quebec are selected based upon a different set of criteria than applicants who wish to settle elsewhere in Canada.
Applicants can qualify for the Quebec skilled worker category if they have either a validated job offer in Quebec or possess experience in a targeted area of training. As of March 20 2012, there are limitations on who may submit an application under the Quebec Skilled Worker category.
Beginning August 1st, 2013, the Government of Quebec will place a cap of 20,000 on application intake for the Quebec Skilled Worker Program. Individuals with an offer of employment are not subject to this cap.
Applicants who are successful under the Quebec Immigration selection system are issued a Quebec Selection Certificate, followed by a Canadian Permanent Resident Visa. To qualify for a Quebec Selection Certificate, skilled worker / professional applicants must score enough points under the Quebec Immigration selection system.
The following Quebec Immigration selection factors are listed below:
- Area of training
- Validated employment offer
- Work experience
- Language proficiency
- Stay and family in Quebec
- Spouse’s characteristics
- Financial self-sufficiency
Language test results must be submitted along with immigration applications to be awarded points for language proficiency. Additional points may be awarded upon the interview for adaptability.
Quebec skilled worker / professional applicants must then successfully complete medical and security examinations conducted by the Canadian government in order to be granted a Canada Immigration (Permanent Resident) Visa.
